To create subtitles in the language of your choice in Chrome you first have to go to Chrome's Accessibility settings which can be accessed in the top right of Chrome.

In Accessibility turn on Live Caption and select English and the language you want to translate to. Also turn on Live Translate and select the language you want to translate to.

Now again in the top right hand corner drop down select translate.

In the top right drop down of the translate window, select Choose another language and select your language. Then select the language so it is highlighted in blue.

Now you can use other language subtitles for videos. You may have to refresh the page to get it working.
